National Context

Virtual learning was at the peak of keeping students engaged during an unexpected event that affected education. School budgets faced new challenges including technology for all, school-to-home connections (internet), and social, emotional, and physical needs. Traditional high school programs including the fine arts faced new a normal and many programs became instantly non-existent.  The arts and sports in high schools would slowly immerse into a new normal.  Concerts, contests, and competitions would return but with restraints.  Many programs did not recover due to the absence of students to participate and reallocating of funds affecting the arts.   The pandemic was a global factor on schools in all aspects.   

Situational Context

In my studies and observations of schools that have experienced a loss or decrease in arts showcasing, there seems to be a direct correlation with schools in urban areas and or/ low income.  Many schools that have cut their fine arts and related budgets have been in urban areas and sometimes never recover. All children deserve the opportunity of participation in the same programs offered in other public schools regardless of their socioeconomic background. Funds should be placed in all fine arts programs in public high schools to keep opportunities open to the students who will participate and flourish their interests and gifts. 

Personal Context

I was hired in 2010 to be a high school assistant principal in an urban school.  After getting acclimated to this new normal after teaching for about nine years, I was drawn to the fine arts department of course.  I would hear the sounds of choir melodies and band introductions.  I visited often and when the band director found out about my background, I would perform with the students.  I saw the same focus on academics and friendships made through the arts.  I also can reminisce on my days as a high school music student in an urban community.  Many students that were observed did not achieve their potential.  There were shared similarities between what I experienced as a high school student and what was being observed by the students.   Participation took place in the fine arts (orchestra and choir) programs which were motivated to keep good grades so that success could be seen and felt.  Participation in the fine arts program gave a feeling of self-efficacy where it was evident that self-confidence was achieved.

Action Research Question

If I interviewed one school board member and high school principal about what determines investment in fine arts programs in public high schools, in what ways if any, will the information support the development of my dissertation research protocols and tools?
